The Covenant of Locus is a group of six individuals whom each rule over a military nation in the

eastern section of the world as one. Everything they do is discussed among one another before taking effect.

They are the second nation to rise in the world, and since their formation they have focused on expansion

in order to gather as many resources as possible to develop. The majority of their people

is a part of, or connected to, their military in some way, while the rest live for the growth

of the country. Many strongly believe that it is due to their worship of Palkia, who lives at the

Spacial Rift, that they have elected to claim as many places as they have.
